♦ ESSENTIALS AND NON-ESSENTIALS Wellington,' March 22. Sir James Allen (Acting-Prime Minister) stated yesterday that the work of the National Efficiency Board in connection with the setting up of boards of trustees to act for soldier farmers while away on active and also-to carry on, as and when required, the businesses of men who have gone to the front, is now fairly complete, and tho trustees have received general instructions as to the modus operandi to be adopted. The National Efficiency Board, added Sir James Allen, tiad to proceed slowly and could not solve important questions all at once. ' Their next taskwould be to deal with the classification of essential and non-essential industries. In the light of the experience of the past two and a-hali years, and with a view to the possibilities of trade and competition in trade between various countries, the board would also consider such questions as the lines on which the industries of the Dominion should develop, and whether and in what way they could be improved by organisation and by scientific and industrial research. He thought that the board would also endeavor to brin? employers and employees into closer touc'li and to unite them for the common purpose of promoting to the utmost the progress and development of the country.
