ISOLATING GERMANY AUSTRIANS TIRED OF HOHENZOLLERN DICTATION. United Service. Received March 22, 5.5 p.m. , London, March 21. In Washington it is believed the delay on the part of Austria in replying to the submarine note is due to the desire to offer a separate peace. Received March 22, 5.5 p.m. Washington, March 21. Friends of President Wilson have intimated that the President is considering a proposal for a separate peace for Austria, isolating Prussia for the time being. Tlie New York Tribune has published a long cable stating that a revolution is imminent in Austria and Germany, while Russia is likely to offer a separate peace to Austria on the basis of the Boutli German states joining the Austrian Empire, and the Slav provinces of Hungary being ceded to Russia. The correspondent represents the Austrian Emperor as tired of Holienzollern dictation, and predicts peace within tivo months. RECASTING OF THE CABINET. Received March 22, 10 p.m. New York, March 21. Several leading newspapers demand the recasting of the Cabinet and the inclusion of national leaders.
