MOBILISING COUNTRY'S RESOURCES Received March 22, 6.5 p.m. Washington, March 21. Until the War Cabinet is set up, the National Council of Defence, whereir are included members of the Cabinet and railway and industrial experts, will probably act as a war council. Congress has already given the Defence Council quasi official status. It is believed that it wil be able to operate thereunder efficiently The Council's first business will be tc mobilise the financial, industrial, anc transportation facilities of the country.
