TERRITORIAL RIGHTS OF FOREIGNERS, ABROGATION REFUSED. Received March 10, 5.5 p.m. Vancouver, March 9. A Washington message states that Turkey, without success, attempted to secure the consent of the United States to the abrogation of extra territorial rights for foreigners in connection with the proposed new form of exequatur issued to the four Consuls transferred from Germany, omitting the right to sit as judges in cases involving Americans or American property America replied that she would not, consent. The negotiations show that the Consuls were detained in Germany to avoid embarrassing herally by sending Consuls during the negotiations. (An exequatur is a written official recognition of a Consul • issued by the Government to which he is accredited, and authorising him to act in, the place to which he is assigned.)

Mr. Lansing and Attornqy-Generat Gregory have advised Mr. W'ilson that he has power to arm merchantmen. It is understood that the mercantile marine will arm without Congressional power and that American shipping companies will immediately receive guns and am-1 munition and prepare to allow ships to aaU. j
