Tn the House of Commons Mr Churchill said that although there were good •grounds for believing the submarine campaign would not exercise a decisive influence on the war in 1!)J7, we were not entitled to claim that time was on our side. We at last had reached a very high degree of stringency with our blockade without losing the goodwill of neutrals. The entry of America into the war would decisively derange the fearful equipoise between the conflicting nations now existing. The present rejations with the United States and Germany showed that consideration for tile right* of neutrals and humanity did not go wholly unrewarded. PRISONERS IN TURKEY. Renter Service. Hope stated that the Turks had taken 327 British officers and. 1653 men; 13 Dominion officers and 140 men; 195 officers and 3573 men of the Indian armv; wliile 17 British officers, 1388 men, and 4377 Indians w-ho fought again, st the Turks were missing. IMPERIAL CONFERENCE REPRESENTATIVES ARRIVE. Received Feb. 23, 12.5 a.m. London, Feb. 22. Sir Robert Borden (Canadian Premier), Hon. J. Hazen (Navy Minister), and Hon. R. Rogers (Minister of Public Works), and Sir E. P. Morris (Newfoundland Premier), the Canadian and Newfoundland representatives at the Imperial Conference, have arrived.
