DARDANELLES REPORT.
ATTEMPT NjOT FULLY! JUSTIFIED. Received Feb. 2-2, 5.5 p.m. London, Feb. 21. The Daily Telegraph states that the Dardanelles report, which will be published on Thursday, considers the attempt was not fully justified. The report is not unfavorable to the lato Lord Kitchener, 'but tho responsibility was not confined to Mr Churchill. Received Feb. 22, 10.15 p.m. London, Feb. 22. The report was issued to-night.
