The Daiy Telegraph's Rotterdam correspondent states "that the Reichstag on Thursday was faced with the necessity of voting a further huge credit and sanctioning a new loan. Hitherto the members have gaily voted loans without arranging the cover for paper credits, but the people are now to be asked to pay the piper with something on account. It seems certain there must be new taxes, if only to cover the deficit on the ordinary budget.

OUTBREAK OF SMALLPOX. Amsterdam, Feb. 20. German newspapers announce a smallpox epidemic at Essen, Magdeburg, Hamburg and Berlin. It is believed to have been imported by immigrants. SUBSIDISING SHIPBUILDING. Copenhagen, Feb. 20. The Reichstag will vote that 300 million marks for shipbuilding be allowed shipowners in proportion to their war losses.
