'BUILDING MERCHANTMEN. Petrograd, Feb. 12. In the Duma the Minstry of Industry is introducing a Bill to provide a Government advance of one hundrjd million roubles to build merchantmen. PROVISIONING RUSSIAN ARMY. Paris, Feb. 19. The Petrograd correspondent of the Petit Parisien says that Lord Milner, in an interview, stated that one of the immediate results of the conference would be tho appointment of military and naval committees regulating the provisioning of the Russian armies and securing the co-operation of British and F.'tnch specialists. Received Feb. 20, 6.30 p.m. Petrograd, Feb. 19. i Advices have been received that the coal depots on the Siberian railway have been burning for a week, and that the damage is estimated at thirty million roubles.
