THE KAISER'S BOMBAST. A THEATRICAL INTERVIEW. pi New York, February 15. Tlie World's Berlin correspondent States tliat during his visit to Vienna the Kaiser was interviewed by Hie playwright, Hans Mueller, who rjuotcs liim as saying: ''Loot at the European neutrals; read the Swedish answer, written as if for all eternity. Now neutrals know right well bow they must estimate our strength, likewise our will to peace, hor the first time, in a certain sense, they have declared that the will of the small neutral States stands against the Anglo-Saxon world. "Napoleon's continental blockade, from a phantom, is becoming a reality which will hit England harder than everything else -heretofore. The goal is set and things are going ahead." Discussing Germany's peace offer the Kaiser said: "This step has been taken, and now all the world knows who those are who impose continued miseries on humanity and does not forget that) it is the Entente which protects the murderers of the Archduke Ferdi-, nand. On our side are right and morality and, to help these to triumph, must every shining weapon be welcome to us." The Kaiser discussed the drama as representative of Kultur, anijl hoped poets would continue to draw on Germany's past and added that from his earliest youth a fqw figures had followed him, such as Theodonie, King of the Visigoths, the Kaiser Friedrich 11., and the Emperor Charles V. The Kaiser said to Herr Mueller: "Who knows if Charles and Luther had come together where the German na[tion would be to-day?"
