AUSTRO-AMERICAN NEGOTIA- ' TIONS. ' A LOOPHOLE FOR GERMANY. Times Service. Received Feb. 15, 11.20 p.m. London, Feb. 14. A semi-official message from Vienna states that Austro-Anu-rican negotiations are proceeding. Although AustroHungary unreservedly associated with the German Note to the United States, she hesitates to create a rupture. The fact that Count Tarnowski has not yet presented Credentials affords the excuse that Berlin desires to maintain an Austro-American bridge, but refuses any concessions which will negative indiscriminate frightfulness.
