HANDICAPPING. ALstra!ian-N.Z. Cable Association. Sydney, Feb. 8. The Owners' and Trainers' Association makes a proposal suggesting that the Jockey Club should issue ft regulation compelling owners to give the last two performances wil.li a horse's entry when coming before the handicapper for the first time, in order to obviate the possibility of the handicapper wrongly dealing with such horses. This applies particularly to the other States and New Zealand. Advocates of the proposed', rule assert that Sasanof would not have been handicapped at (Ist llib for the Melbourne Cup if the handicapper lmd known that one of his last two performances was when he captured a good weight-for-age race in Ilawke'a Bay.
