The New York Times states that wellinformed London circles consider that the intense, if unadvertised, activity of Hie Admiralty supports the belief ir. ail impending trial of strength between Britain and Germany under the sea. Britain, if she fully armed her merchantmen, would have a strength of about 4COO vessels againßt Germany's 1000 submarines. Britain is scientifically using the fullest shipbuilding facilities, and the deadliest sea struggle in histoiy scems likely to be staged in the near future. GERMAN LOOTERS. Washington, Jan. 29 The Belgian Minister, in a statement, says that Germany seized tools, machines and raw material worth many million pounds, and thus created the idleness which forced 120,000 into absolute slavery. GERMANY WILL REPLY. New York, Jan. 29. Berlin reports tha f Germany will reply to President Wilson's Note.
