It was subsequently stated that, in consquence of the French ignoring the complaint, several thousand French prisoners were being similarly treated. A Paris' semi-official Note states that the French accepted the proposal before the official Note was issued, and that evidence existed that the Germ;i/is were prepared to carry out their threatened reprisals prior to transmitting the first complaint.
