INCREASING THE NAVY.
A TENTATIVE SCHEME. Received Jan. If, 0.50 p.m. Washington, Jan. 17. The Secretary to the Navy has submitted to the Naval Committee of the House a tentative plan foi 'spending 18,000,000 dollars in order to equip the Government yards for shipbuilding, and to strengthen the Navy. He proposes to construct five battlecruisers, three scout cruisers, and a number of smaller craft. \ THE POPE'S DIPLOMACY. Washington; Jan. 10. The Spanish Ambassador to-day conveyed to the President the Pope's congratulations on the recent peace'move. ■The Pope sent no suggestion as to a future :nove. ■
