In the second place I wisr. to state that any person w.ho knows of any facts wrongfully or falsely statec is under duty to those facta to the knowledge of the proper authorities; not by anonymous letter, tut in Oieh n way that the authorities may properly ask the Board to re-open the cr.se; and any person who fail; in this duty in this time of national crises it as great a shirker as one who falsely states his position. I wish to make this fact quite clear.
