The Roumanian Government lias protested to neutrals against Germany's violation of all laws of war. The protest alleges that horrible atrocities were committed against Hie Roumanian troops and population in Dobrudja. It asserts that German aviators in Bucharest and elsewhere bombed hundreds of innocent victims, including 200 women and children, also invalids and cripples. Fifty - eight bombs were thrown upon hospitals and almshouses.
