The Daily Telegraph, discussing the possibilities of Imperial federation, say s that n logical scheme would be an Imperial Cabinet to determine policy subject to the Imperial Parliament. The contribution of each Dominion towards the Imperial Army and Navy would be a first charge against the revenue which each Dominion raised without the Imperial 'Parliament's interference. It is doubtful, however, if this logical scheme would work. For many years the United Kingdom must command a large majority over the dominions in an Imperial Parliament. The dominions would fear that, their autonomy might be invaded. There is no proof at present that New Zealand, Australia, Canada ;'.iul South Africa are prepared for complete organic union. They want a share of control of foreign Imperial policy, which will doubtless be willingly accorded.
