DECLINE IN GERMAN BIRTH RATE. Berlin, Dec. 19. The prodigious decline in the birth, rate in Austria and Germany is arousing the utmost ar.xietv. One Hungarian district had 170,000' births' annually, but, owing to the drafting off of males the birth rate has average*' 10,000 for the past two years. The loss of life threatens to equal that of the battlefields
