AUSTRIAN POLITICAL CRISIS. DUE TO GERMAN INFLUENCE. Vienna, Dec. 15. Herr Koerber's fall was due to the German Party in the Austrian Parliament demanding home rule for Galicia ar/d Bohemia, subject to the Kaiser'fs proclamation, whereas Herr Ivoerber desired Parliament to discuss the matter in accordance with the constitution. The German Radicals also demanded that a new Council of State be formed, from which Poles should be excluded, thus securing a pro-German majority. Count Tisza finally persuaded the Emperor to appoint Herr Spitzmueller, who is a pro-German, in order to secure an agreement.
