GOVERNMENT ASICS FOR LARGE POWERS. Received Dec. 17, 5.5 p.m. 'Paris, Dec. 18. The new Government's first step was to seek power to take the necessary war measures, excepting money votes, by decree, instead of by legislation. It applies to agriculture arid industrial production, labor and food, M. Briand (the Premier) proposes forthwith to apply the powers to the prohibition of liquor containing over 15 per cent, of alcohol.
The Chamber, after a lively debate, by SOS to IST, referred the proposal to a special Commission. ST. Briand explained that he desired (tower to lequisition men, in .addition to Supplies, whenever required. NATIONAL DEFENCE BILL ATTACKED. Received Deo. 17, 5.5 p.m. Palris, Dec Ifl. In the Chamber, Deputies vigorously attacked the National Defence Bill, on the ground that it constituted a dictatorship.
Le Matin explains that it gives the same powers as the British Defence of the Realm Act.
