Officials say the resources of diplomacy are almost exhausted. This practical internment is a source of indignation to the Government, which is considering action.

New York, November 2S. Leading bankers strongly criticise the Federal Reserve Board's action. Any effort to curtail tlit Allies' loans in America will have a most serious effect in decreasing prosperity. It is not believed that the Board's action will interfere with bankers granting the Allies' credit.
