AN IMPROVED POSITION. PROSPECTS BRIGHTER. Received Nov. 1, 8 p.m. London, Nov, 1. In the Rouse of Lords, Lord Derby} made a statement regarding Mesopotamia. He said conditions had inn proved under the War Oflice control* Basra was now a hive of industry, com* bining American hustle with British* tenacity. There was a satisfactory siip. ply of barges. The greatest difficulty was in securing labour. He hoped to overcome this by. introducing labouß corps from India. Fresh meat was abun« dant. 'Die troops had full rations. Thi Transport and Flying Corps had been considerably reinforced. The hospital arrangements had improved. Formerly; 2?39 soldiers were in the. 'hospitals weekly; now the average was 1705. Th« deaths formerly were 108 weekly, and} now they were 38. We had assumed tlwj mastery of the air. He looked Ot tb| future confidently.
