TOWN WATER SUPPLY.

ALL HOUSES TO CONNECT, BOROUGH COUNCIL'S DECISION. Tie question whether all householders rn-idcnt within the borough boundary and within 300 yards of a'water mn}n sho'ild be connected with the borough water supply, in compliance with the borough by-laws, and in obedience to a notice recently issued by the Town Clerk, was discussed at last evening's mooting of the Borough Council. Two residents, one living at the west end of Devon Street and the other in VV'estown, wrote to the Council stating tlu.j they were well supplied with tanks, an.l said it would be a hardship and quite unnecessary to compel them to connect with the town supply. Cr. W. F. Short expressed the opinion that in the ease of hardship, the Council should not be arbitrary in enforcing its by-laws. Cr. A. H. Johnstone: What is the hardship? Twenty-five shillings is all the cost involved. We have to safe.juard the health of the community. Where there are streets and dust, tanks are. a menace to the public health, and *;i houses that can be should be connected with the town supply. Everybody in the borough has been notified to connect. What case have these people desiring exemption made out? There can be no hardships. Cr. W. A. Collis desired to know what was to prevent householders placing a tap to a pipe just inside the boundary of his property, and not connecting the house at all.

The Town Clerk read the by-law relating to the question, and remarked t>»i it was necessary that all premises slio ild be served with a proper and sufficient supply. The Town Clerk pointed out that in cases of poverty the Council Jii'.d power to remit rates. Cr. Johnstone said all houses should be connected so as to ensure uniformity of < omplianee with the by-laws. Cr. L. M. Monteath, who acted as chairman, agreed that all houses should be connected. Rates could be remitted in cases of hardship. The Council decided that all ratepayers should connect.
