WORKING ARRANGEMENT^ (1) licensing Authority:—Th'a "LicaK# sing Authority" nominated and ap< pointed by the Minister for in accordance with paragraph 14 of the Order-in-Council dated October 13, 1916, is Mr. Robert Trigga, address, Box 374j General Post Office, Wellington. (2) Export License. —An export license to be operative until revoked will < be issued by the licensing authority iq terms of the Order-in-Council dated 0& tobcr 13, 1916. Any company, firm, or person engaged in the manufacture of liutter or cheese, desirous of obtaining an export license, should make applicant to the licensing authority on the prescribed form, and in terms of the Order-in-Council of October 13, 1016. (3) Return of Butter-fat.—ln accordance with paragraph 5 of the achedula of the Order-in-Council dated October!*, 1910, a return of butter-fat consumed at any factory or factories' after August 31, IOTG, must be supplied. ■ This return to be furnished on a form marked "A," provided by the' licensing authority. This return should be furnished withja tfen days after receipt of the first grant to* a lieenseo of an export license, accompanied by remittance for the araoutit of the chnrgo due at the rate of jd pee lb. on butter-fat consumed between September 1, 1010, and September 3Q, 1918, both inclusive. Thereafter tlfjf return is to be furnished monthly on "settling day," .to be accompanied by fi bank receipt showing that the amount of charge due at the rate of Jd per lit, . .Qt such other rate as may be determined by the licensing authority with the »p----proval of the Board of Trade, has been credited to the public account at nearest branch of the Bank of New Zealand. This method of payment is (rested, but, if it is found more convenient, payment may be made direct by means of a cheque addressed to the licensing authority, Wellington. - (4) Return of butter supplied for local consumption, and of buttfr and cheew forwarded for export.—Every company, firm, or person engaged in the manufacture of butter and cheese to whom to export license has been granted will « ward to the licensing authority within fourteen days after the end of e&ct| month particulars, on form "B," eup-i plied for the purpose, of (a) quantity of butter supplied for local consumjn tion, (b) quantity of butter and cheettf • forwarded for export during the previous month, the first return to cover the period'from September 1, 1910, to Sep* tcmber 30, 1910, both inclusive. Should 1 there be no butter supplied for local consumption or 110 butter and (or), cheese, forwarded for export during any month, advice to such effect is to be'enfaced on the form to be forwarded taj the licensing authority. ' (5) Branding of butter boxes.—Base# containing butter, whether intended for local consumption or for export', are to be branded as instructed by the licensing authority, "for export" or "for local sale," as the case may be. Brand* yill be supplied by the licensing authority. (6\ Transfers.—Whore at any time it is desired to transfer butter marked for export to local consumption, or vice versa, it-will be necessary to obtain tho permission of the licensing authority. (7) Adjustments in connection with\ butter supplied for local consumption'.— Moneys payable under paragraph 3 in connection with butter supplied for local will be distributed from time to time' by the licensing authority under approval of the Board of Trade by cheque, free of exchange, payable to the company, firm, or person concerned. (8) Milled butter, whey butter, dairy butter, and dairy cheese.—The scheme does not apply to milled butter, whey butter, dairy butter, and dairy cheese. (9) Butter for military supplies.Supplies for military requirement!, either for camps or transports, are to be - classed as butter manufactured for "local sale,"

(10) Should any unforseen clreum* stances or conditions arise which are not provided for, and factories be in doubt how to act, it is specially asked that the licensing authority be communicated with at once.
