FISCAL POLICY AMENDMENT. ANTI-ENEMY TARIFF. Received Sept. 10, 5.5 p.m. London, Sept. 13. The Times' correspondent at Capetown states that the congress of the Union Chambers'of Commerce unanimously re commended an amendment of the Soutl African customs tariff, giving a substan tial rebate to Empire products, and : lesser preferential tariff for the allio< nations. Special anti-enemy tariff rate: for a period will be decided by the Im perial Conference, as well as differentia charges for enemy shipping in Soutl African ports.
