SPAIN.

• I MAURA'S OBJECT DOUBTFUL. | STRENUOUS GERMAN PROPAGANDA. Paris, September 13. Senor Antonio Maura's real object is doubtful. He has always been Francophile and Anglophile, though 'his clerical and military supporters are pro-German. He is now anxious to regain the popularity he lost through his harsh repression of the Barcelona revolutionaries. There are 80,000 Germans in Spain, and they are conducting a most active and astute campaign. They have largely persuaded the Spaniards that tiie Central Powers are invincible. Public opinion is tending to the belief in the possibility of German victory, but it wants something in exchange for Spanish support. The Premier, Senor Romanones, apparently approves of Maura's speech, which may portend a union of the Maura and Kouunones forces in a National Cabinet.
