.CENTRAL POWERS CONFER. ■URGENCY OF SITUATION. ALLIES FROM CONSTANTINOPLE. ■«—» Zurich, Sept. 13. The conference between the Kaiser, Rin e Ferdinand, Herr von BethmannHerr von Jagow, Envei Pasha, and prominent Austrian military men and politicians at German headquarters is believed to be concerned with the prox "posal that Field-Marshal von Hindenburg shall command the armies of the Quadruple Alliance. New York, Sept. 13. Berlin dispatches describe a most important field conference at general headquarters on the Eastern front, attended by the Kaiser, Herr von Bethmann- . Hollweg, Enver Pasha, the King and Crown Prince of Bulgaria, and other high dignitaries. •It is the first conference of the Central Powers .since the war began, and it is understocd that a momentous question wai being discussed. Indications .from neutral sources suggest that Roumania's belligerency and the probability of Greece coming into the war caused the Kaiser to call the conference, because there is a pressing danger that the German road to Constantinople will shortly be cut, and Germany's ambitions to make Mesopotamia her principal colonial empire, with its capital at Bagdad, must be abandoned. The Kaiser, therefore, is believed to be bringing the strongest pressure on his allies'" to block Russian efforts to cross Bulgaria for Constantinople, even at the expense of permitting the Roumanians completely to conquer Transylvania. : ipOTHEE GENERAL DISCHARGED.
