CONSTANTINOPLE'S PLIGHT. IN FOREIGN OCCUPATION, London, Sept. G. Mr. Bourchier, writing from Constanza, reports that Constantinople presents the aspect of a city in foreign occupation. Austrian soldiers are everywhere, the Germans being less numerous. The Turks are most disappointed that Germany's promised 120,000 reinforcements against the Russians have not arrived. A considerable number of Germans, who have hitherto been in Constantinople, have gone to Asia Minor. The mistrusted Christian troops are kept busy strengthening the fortifications 011 the European side of the Bosphorus. All males from 17 to 60 have been embodied in the army, and boys of 16 have been called up for training. Espionage has increased, but a revolution is not anticipated as the Young Turks are absolute masters. The Serbians fighting with the Russians and Roumanians are southern Slav war prisoners, a hundred thousand of whom surrendered to the Russians early in the war. They have now been formed into a volunteer regiment.
