ON THE SEA.
AMERICANS ON TORPEDOED VESSEL, New York, Sept. 5. Twenty-eight Americans were on board the British steamer Kelvinia, which was sunk on September 2 by a torpedo or mine, and all were saved or landed at Glasgow. CARRIAGE OF AMERICAN MAILS. San Francisco, Sept. C. It is reported that instructions from Washington direct that American army transports in future shall carry American mails to Manila and China. Previously much mail was carried m Japanese and British boats via Vancouver. It is believed the object is to avoid the censorship. Washington officials are reticent. TURKEY GROWING DESPERATE. Received Sept. 8, 12.10 a.m. Paris, Sept. 7. Turkey has ordered a levy en masse of men from 17 to 55 years of age, regardless of nationality. AUSTRIAN'S PUSHED BACK. Times Service. Received Sept. 8, 1-2.5 a.m. London, Sept. 7. An Austrian official communique admits that the Russians have succeeded in pushing the Austrians back on the Haliez front.
