A Grand Council was called, but the pro-Germans predominated, and carried a resolution to remain faithful to the Central Powers. The pro-Getmans insisted that it was vital to Turkey's future and destiny to prevent the junction of the Russians' and British in Mesopotamia, also to prevent the Russians from cutting the communication with Germany. . The new situation has produced a panic in Constantinople. The Government, in order to create a diversion, has ordered a hunt for Armenians, twelve being hanged. A proclamation was read to the soldiers, declaring that the Roumanians would soon be wiped out and overrun by fire and sword, and the former principalities of Moldavia and Wallachia reannexed to the Ottoman Empire.
