It is reported that Roumaiiia is sending an ultimatum to Bulgaria, demanding the immediate evacuation of Serbian territory and tha re-establishing of the boundaries in accordance with the Bucharest treaty. It i? anticipated that the events immediately pending will result in an important change in the Balkan situation, and will mark the opening of a vitally important stage of the war.

Beuter's Petrograd correspondent says it may be assumed that Russian troops are now well into Roumania. "SPEEDY HERMAN COLLAPSE PROBABLE. London, August 30. Dr. Dillon, writing in the Daily Telegiaph, states t hat the Italians believe that, owing to Poumania. Germany's eastern communications will he cut off as effectively a? the western, causing a tightening of the blockade and a speedy German collapse, oi political developments may force Germany to anticipate this and sue for peace.
SHORTENING THE FRONT. New York. Aupu-t HO.
