A secret mandate lias been issued by the raihvayinen, who have ordered a strike of 400,000 employees on September 4. President Wilson appealed to the men to rescind the order, but they replied that it was beyond recall. President AVilson will ask Congress to pass legislation for an eight hours day, arbitration, and other points-. PROPOSED LEGISLATION,Washington, August 29, It is understood that the President is considering asking Congressional. authority to draft men for the military operation of the railways in the event of a strike. President Wilson appeared before a joint session of Congress to-day and urged legislation for an eignt hours day the railway employees, also the authorisation of the Inter-State Commerce Commission to permit railways to raise rates to pay the increased wages, and an authorisation for the President to operate the railways as a military measure in the event of a strike.
