THE CZAR'S CLEMENCY. ■A RELEASING EXILES, Received August 23, 9.40 p.m. London, August 22. Khvostoff, the new Russian Minister for the Interior, has released 120 eXiles in Siberia and elsewhere. It is believed the Czar will shortly issue an extensive amnesty decree. „ CONFLICTING ACCOUNTS, Received August 23, 9.40 p.m. Petrograd, August 23. A communique states: The situation is unchanged. An Austrian communique states: We fought successful engagements south of Zielona and renewed attacks in the Pieniski sector. We captured some advanced trenches on the Sarny-Kovel railway and Smolary.
