GERMANS "WITHDRAW."
A CORRESPONDENT'S VIEWS. London, August 8 A German communique states: The Russian efforts to gain ground on the Stokhod were futile. Strong Russian forces attacked the Archduke Karl, .southward of the Dniester, and we withdrew to previously prepared positions. 1 Mr. Stanley Washburn says: The Germans are somewhat downcast, and , ilieir arrogant eonfWcnee is reduced, hut they are a long way from collapse, j The surest, method to secure victory and I also utterly to discourage the Germans | -s to prepare for two more years of war. I A sudden spectacular sweep is not to be I expected, as the enemy holds strong J natural lines and is using the utmost efforts. Regarding the East front, Mr. Washburn declares that the enemy's superiority in guns, especially heavy guns, munitions and railway facilities, must continue fpr six months, when it will be removed, except the last-mentioned.
