ACTING PRIME MINISTER. LEADER OF LIBERAL PARTY (By Telegraph.—Own Correspondent.) Wellington, Last Night. Mr. James Allen's appointment as acting-Prime Minister during the absence of Mr. Musscy and Sir Joseph Ward has been taken for granted ever miicc the Ministerial trip Home was decided upon, bnt.it comes somewhat as a ii surprise to learn that Mr. Russell will probably net as Leader ol the Liberal Party while Sir Joseph Ward is away. Dr. McNab is next in precedence to the leader of the party among tho Liberal Ministers, but it" is understood the Minister of Justice himself has suggested the appointment of Mr. Russell as an easy way out of certain difficulties that have arisen.
