RAILWAYS BLOCKED.' ' ALBANIA'S PLIGHT. .VEXEZELIST PREFECTS. . Athens, .July 30. Traffic on the Sofia-Khstcndil railway ha 3 been held up by bombs, which were placed on the track with the object of preventing the dispatch of troops to Serbia. The situation in Albania daily grows worse. Hunger is raging in the Austrian army, which has requisitioned all food supplies and cattle. The Austrians called on the Albanians to fight the Italians in Valona. The recruits refused and thousands sorticd en masse to a Serbian camp. In accordance with the Allies' demands, Greece has appointed ten new prefects in the principal provinces, >vho aie mostly Venezeliits. AUSTRIAN'S REQUISITION DOGS. Zurich, July 30. The Austrians have requisitioned all dogs in Austria, Hungary, Serbia and Montenegro which are suitable for hauling, owing to the dearth of horses.
