< AUTHORITIES BLAMED. t THE CASUALTIES. By Cable.—Press Association—Copyright London, July 21. General Maxwell's despatch on the Ti'isl, rebellion attributes the facility with which the Sinn Fehiers were able to seize so many important points in Lublin as due to the fact that armed bodies of civilians were continually allowed to parade and march in' the streets of Dublin and throughout the county without interference, so that the movement of large civilian forces on a holiday passed unnoticed. During the whole fighting 1" officers were ki. Ed and 40 wounded, in other lauks 8(> were killed and 228 wounded. General .Maxwell pays a high tribute to the behaviour of the troops in carrying out disagreeable and distasteful duties. Tie emphasises the fact that the responsibility for the loss of life and destruction of property rests on those engineering the revoit, who invited the assistance and co-operation of Germans. . ■ '
