AUSTRIAN ARMIES BROKEN. i'FLANGER'S FORCES RETIRING. AUSTRIAN POPULATION PANICSTRICKEN. Received Julv 21. 10 p.m. I'etrograd, July 21. Tie new Russian hi'ow at Volhynia opens cp possibilities of action in the Vlad i m ir-Volynisky-Lorn berg regions. The enemy j s no longer able to counter Kaladin, either in the north or south. Nearly all the Austrian armies are now broken up. The Germans are un able to send assistance to General J'flanzcr's forces, which are retiring beyond the Carpathians into Transylvania. Meanwhile the Austrian population are panic-stricken and hurriedly removing their valuables from Leinberg. A correspondent at the front pays a tribute to the desperate bravery of some Germans, who voluntarily fettered themselves to machine-guns. Throe wen fettered to each gun, including an officer. The Russians found some still working their guns, and stood in pools of theii own blood
