3READ OR DEATH. GERMAN RUTHLESSNESS. iParis, July 10. 'A Belgian politician has received a letter from relatives in Belgium describing the starvation conditions and ruthlessness of the German regime. The starving people in many towns in Flanders made demonstrations in the streets carrying placards; "Bread or Death." There have been many riots. The Germans sabred the demonstrators, forbidding the demonstrations under penalty of five years' imprisonment. They continue extensive requisitions, and do not conceal their intention, by means of a systematic jolicy of starvation, i;o compel Belgium to raise her voice in favor «f peace.
