The King, by the advice of the IPrivy Council, orders the following provisions to be observed: Firstly, the hostile destination required for the condemnation of contraband shall be presumed to exist unless the contrary is shown. Secondly, the principle of continuous voyage or ultimate destination shall be applicable both in the cases of contraband and blockade. Thirdly, a neutral vessel carrying contraband, with papers indicating a neutral destination, which nevertheless is proceeding to an enemy port, shall be liable to seizure if encountered before the end of her next voyage. Further, a vessel carrying contraband shall be liable to capture, if contraband forms more than half of her cargo
