NEED FOR ITS RETENTION HERE. By Telegraph.—Fress Association. Wellington, Last Night. The Minister f„r Internal Affairs, in a statement tonight, made it clear that in consequence 0 f the depletion of tin manhood of the country for war purposes, it becomes necessary to enforce a, stricter observance of the regulations regarding the issue of permits and passports to leave the Dominion. The men who left for the front or are now in camp approximate (10,000, and the inroad thus made upon the manhood of the country makes it imperative that every man who can be used in New Zealand shall be retained here. Consequently the conditions under which passports will be issued will be more rigorous in future.
