AUSTRIAN GOVERNOR'S ACTION. London, July 2". General Weber, Austrian Jovernor of Cettigrie, Montengro, has issued a proclamation accusing General Vechovitcii, former Montenegrin War Minister, of fomenting an insurrection in Montenegro and attacking Austrian troops and tilling an Austrian officer. General Weber hay sumoned General Yechovitch to surrender, otherwise Jlis father and brother will be hanged.
