SITUATION VERY STRAINED. " NECESSARY MILITARY MEASURES." Bucharest. March 25. Tlic greater part of the Roumanian Press comments strongly upon the despatch of large Bulgarian forces, stated to he six divisions, strong, for the purpose, it alleges, of attacking Dobrndja, and also dwells upon what, it considers tile clearly hostile sentiments created against Roumania by the Bulgarian Press, with a view to revenge for the Treaty of Bucharest of 1914. A recent article in a leading- Bulgarian journal, insulting the Roumanian National IPress, has caused deep indignation here. Public opinion is also much excited over the machinations of M. Radefi", the Bulgarian Minister in Bucharest, who is accused of having stirred up agitation in the new Roumanian Dobrudja. The recall of the Minister'is insistently demanded by the Roumanian papers. The journal Nationalul, the director of which "is M. Stelian, ex-Minister of Justice, leader of the group of dissentient Liberals, who is openly Nationalist and for the Entente, asserts that Count Zitza (probably Count Tisza, the Hungarian Premier) Is doing his utmost to urge Bulgaria to immediate aggression against Roumania. The Roumanian Press points out the. duplicity of Bulgaria in concluding an alliance with Turkey on Ap'ril R, 1015, while continuing pourparlers with the Entente Powers, and then trying to treat with Roumania while making sure that Turkey would attack Roumania in the event of Roumanian concluding an agreement with the Quadruple Entente. The Roumanian Government has drawn the attention of the Entente Cabinets to the real sentiments of Bulgaria, n view of the undisguised military preparations of Bulgaria on the Roumanian frontiers, M. Bratiano's Government is taking the necessary military measures.
