LOSS OF THE SUSSEX. JUSTIFIES A SERIOUS ISSUE. London. May 22. The Daily Telegraph's Washington correspondent says that President Wilson is prepared to make a serious issue of the question of the piiniAment of the commander of the submarine which sunk the Sussex. The Ambassador, Mr. Gerard, has been unable to leavn what punishment has 'been inflicted. Washington points out that tlic jeffectiveness of the new orders depends entirely on the penalty for their violation.
