POST-WAR SHIPBUILDING. MINISTRY OF COMMERCE ADVOCATED Amsterdam. May 31. Herr Richter, Under-Secretary for the Interior, announced in the Reichstag that a large sum would be available after the war for building the merchant fleet. Something in that direction had already been done. Workmen from the Imperial shipyards would lie spared for the purpose as far as possible. Herr Stresmann (National Liberal) urged the creation of an Imperial Ministry of Commerce. Calamity to Germany's economic life had been prevented solely by the quick successes of the armies in opening vast districts producing raw materials and by German science providing substitutes. "Therefore," he added, "to-day. since the diliiculty has 'been overcome, we can safely admit it." An Imperial Ministry of Commerce would closely watch the enemies' post-war measures. Who would ever have believed that England would adopt compulsory service? She was proceeding with . the greatest recklessness, regardless of the consequences. .She'knew no hall-measures, scruples, nor sentimentalities, political or economic. Henceforth everyone, even German representatives abroad, should work as commercial agents. Goods and not money should be sent abroad to im> prove the rate of German exchange.
THE KAISER'S MOVEMENTS. Amsterdam, May 21. The Kaiser lias arrived at Potsdam to settle the Ministerial crisis. He will then go to the Russian front.. ARTIFICIAL LIMBS' CONTROLLED BY MUSCLES. Zurich. May 21. Oauerliruck, Huge, and Felix, three German professors at Zurich University, are carrying on remarkable experiments in the military hospitals to tiuin the muscles of amputated stumps to contiol the motion of artificial hands, so that men are able to open and shut the fingers, fill a glass and do. other actions. The muscles of the stump are connected by cat-gut with the artificial arm and hand. The professors liave discovered what muscles are essential, and therefore best worth preserving in amputation cases. They are also experimenting in the transplanting of muscles. Received May 22, 10,40 p.m. Bucharest, May 22. Three thousand tons of cereals are daily exported to Germany and Austria.
