ON THE SEA.
GERMANY'S LATEST NOTE. SUBMARINE WARFARB. Washington, May 16. Germany, in a Note presented to Mr. Lansing, warns neutral Governments that merchant ships flying neutral flags must obey international law when stopped by a German submarine, and that they incur danger if they should turn their ships in the direction of a submarine. The point involved is likely to re-open the whole submarine question. GERMAN BLOCKADE FAILS. . Copenhagen, May 10. A German flotilla had blockaded Gothenburg (Sweden) , awaiting the departure of the Brierley Hill. British submarines appeared and the flotilla fled.
