(Another open loiter to the Chairman of the Hospital and Charitable Aid Board). Bear Sir,—Knowing that you realise tho responsibility that attaches to your office, and that already advice has been given to you that you should keep in view the desirability of reducing the outlay on the hospital, I would also advise that you keep always and primarily in view the need for the best attention to the patients. It may be that improved hospital service will mean more hospital expenditure, but that we must expect. Above all things Sir, keep the hospital open to all, rich or poor, and have as your ideal a "free hospital" for all people, and added to that free medical advice for out-patients. I know you cannot do all that as yet, but, if education be free, :f police protection be free, if recreation grounds be free, why should not our hospitals be free too? The health of the people is the first consideration in peace or war. Believing that that you have an open and a liberal mind, I hope you will not be disconcerted by the groain of the ratepayers. When they see the money well spent they will not mind paying even more for so good •a work.
