Von Igel's papers are believed to contain documents proving Germany's efforts to stir up insurrections in Mexico and anti-German feeling in Japan, with the object of embroiling the United States,' which would thereby be' unable to furnisli munitions to the AUie3. The names and addresses of 10,000 pro-Germans in the United States who were ivilling to act as German agents have been discovered.
