The Educational Institute, at the an: niial meeting,, lias revised its constitution In the direction of giving the right of separate existence to iub-branchea of district institutes. The annual report of the Institute states that, consequent ion the -passing of the Education Act, the number of education districts has been reduced to nine. It was a matter for regret that this question should have been handled in so inadequate a manner by tlie powers that rule us, b'ut at least it could be said that the Institute had ft certain measure of success to encourage it in advocating still further reform. ? Recent legislation pointed to the widening and acknowledgment of the importance of the place education ocoii*pied among national functions. Acknowledgment is made of the action of the Auckland and' Wellington boards in promoting teachers while absent on military duty, The inadequate pay of teachers serving in the ranks is j drawn attention to.
