A POLICY OF INACTIVITY. HOW WILL IT END? Washington, April 6. Despite press criticisms the Administration refuses to take any definite action in the submarine controversy with Germany except to seek further information. The press is also criticising Villa's escape from his American pursuers in Mexico, pointing out that the invasion is now simply futile. Luderitz, the German Consul at Baltimore, is accused of issuing false passports to von der Goltz to enable him to act as a spy in England.
